Are they based on hard set numbers or percentages or were they written when companies weren't worth billions and billions? I am sick of seeing absolute nothingness in terms of punishments to corporations.

Also based on the article, the Italian authorities haven't "seized" anything yet, just put a provisional fine, which I'm guessing Amazon will appeal.
