They give executives target numbers for race and gender on their teams, for hiring, and for promotions. I’ve had friends who are software engineers get invited to promotion group reviews to provide non manager opinions, and they are too scared to provide honest opinions if they’re discussing a woman or black person or Latino. HR sends a representative to these meetings who always asks questions about bias and “leaning in” whenever people of certain races or genders are being discussed, making the reviewers look like they’re being discriminatory because they pointed out something negative. And so they end up staying quiet and promoting lots of people who are unqualified. Meanwhile if you’re an Asian or Indian or white male, expect the reverse - the process is very tough for you, and reviewers will bring all their unreasonable criticisms up when you’re being discussed.
